Journal of Taiwan Energy, Vol. 11, Issue 1 (2024/03) published Mr. Chun-Kai Huang’s article, “Analysis of the EU Energy Community’s Policy Reform for the Ecological Development of Distributed Energy Resources: Implications for Electricity Regulatory and Governance in Taiwan’s Energy Transformation”
This study discusses the latest development trend of the EU energy community. First of all, we take the United States, the European Union, Germany and Taiwan as examples to summarize the evolution and current situation of the power market, and then discuss the two EU Directives 2019/944 in 2019 and 2018/2001 in 2018, the EU legal framework established to promote the development of “energy communities” in EU countries. Then, we analyze the various business models and cases of energy communities in the development of the European Union, and take this as another cornerstone to put forward some inspiration and possible challenges for the Taiwan power industry to develop energy communities and build such emerging ecology of the electricity industry. Finally, it is suggested that Taiwan government can refer to the European Union’s practice of promoting energy communities, through the reform of the legal infrastructure, enabling citizens and energy communities with relevant rights and obligations, promoting electricity regulatory and governance for the development of distributed green power emerging ecology and implementing digital and fair-trade energy transformation.
